Cleanup Plan for the Offsite Properties within the Preliminary Investigation Area of the former Exide Technologies Facility
Description
The project consists of approval by the DTSC of the Final Removal Action Plan (Cleanup Plan) submitted by URS on behalf DTSC on July 6, 2017. DTSC's approval action is being undertaken pursuant to the regulatory authority granted under Ch. 6.5, Division 20 of the Health and Safety Code and Under AB 118 )Santiago, Statutes of 2016) and SB 93 (De Leon, Statutes of 2016), which provided the funding for the project. The underlying purpose of the Cleanup Plan is to select a method for cleaning up sensitive land use properties within the Preliminary Investigation Area with the highest lead concentrations in the soil and greatest potential for exposure. The PIA is defined as an irregularly-shaped area encompassing an approx.. 1.7 mile radius around the former Exide Technologies, Inc. battery recycling facility (Exide Facility). The area within and surrounding the PIA is developed with residential, commercial, and industrial uses. The Cleanup Plan is focused on sensitive land use properties, rather than commercial and industrial properties. The uses of properties in the PIA are governed by the General Plans and zoning designations within each local jurisdiction. With the currently available funding, DTSC anticipates that it will be able to clean up approx. 2,500 properties within the PIA. The EIR evaluated cleaning up as many as 3,500 properties within the Pia in the first year and 10,000 properties within the PIA over four years. This more comprehensive evaluation of potential impacts will also allow the analysis in this document to support future phases of cleanup that may occur, which will allow such work to proceed more quickly. Once a property has been selected for cleanup, a property-specific Excavation, Disposal, and Restoration Design Plan will be developed for the cleanup of the property. Although the overall framework for soil excavation, removal, and restoration at properties with lead-impacted soil is established in detail in the Cleanup Plan, each property within the PIA is unique. For this reason, a property-specific Design Plan will be developed based on the results of the soil assessment and DTSC's evaluation. The property will be cleaned up in accordance with the Cleanup Plan and property-specific Design Plan. However, in general, cleanup activities would occur in three stages, pre-excavation activities, excavation and removal of soil, and property restoration.
