Document Description
In July 2017, DTSC completed an Environmental Impact Report (EIR) to comply with the California Environmental Quality Act (CEQA). The purpose of the EIR was to assist DTSC in considering the approval of the Cleanup Plan for the Preliminary Investigation Area (PIA). At the time the EIR was completed, the Cleanup Plan did not include the parkways located within the PIA. Thus, as part of this Explanation of Significant Differences (ESD) process to add the parkways, DTSC considered the environmental impacts of adding the cleanup of the parkways to the Cleanup Plan. DTSC determined that an Addendum to the EIR was appropriate because the proposed project (adding the parkways) consists of minor changes that will not result in any new impacts to the environment. This determination has been made considering the previously adopted EIR along with the said CEQA Addendum. The selected removal action established in the Cleanup Plan does not fundamentally change and will require the transportation of approximately 36,691 cubic yards of contaminated soil to a permitted facility. This additional soil is less than 5.4% of the soil volume presented in the Cleanup Plan (approximately 674,000 cubic yards). All protective measures considered in the Cleanup Plan and in the California Environmental Quality Act (CEQA) environmental document will apply for remediation of the additional volume of contaminated soil located within the parkways.
