Description
The Certified Adobe Springs Specific Plan EIR proposes to process for remediating on-site "Constituents of Concern" (COCs) that involved placing lead-impacted soils in bins, transporting the bins to and placing the material in an on-site geomembrane encapsulation area. The Certified EIR proposed that once all lead-impacted soils were removed and placed in the encapsulation area, an upper layer of geotextile would be fused to the lower layer of geomembrane. Encapsulation area would then be covered by up to 20 feet of clean imported fill soil and an asphaltic-concrete parking area. After the EIR was certified, the DSTC requested a modified remediation approach that includes vacuuming excavation or potentially contaminated soil from select areas, removing visible lead shot, recycling recovered lead, and disposing contaminated soil at an off-site hazardous material landfill. The modified remedial action was selected because it recycles some of the lead-bearing material rather than including it as a hazardous waste for disposal, and removes lead shot from the surficial soils, making it so that less soil is expected to be classified as hazardous for transport to a hazardous waste disposal facility.
