San Elijo Land Outfall Replacement Project
Description
CDFW has executed Lake and Streambed Alteration Agreement No. 1600-2016-0028-R5, pursuant to section 1602 of the Fish and Game Code to the project Applicant, San Elijo Joint Powers Authority. The project will replace the land outfall portion of an existing outfall system. The new land outfall pipeline will extend west from the existing outfall system at the SEWRF. The pipe will travel approx. 2,500 linear feet under Manchester Ave., the San Elijo Lagoon Nature Center parking lot, San Elijo Lagoon, railroad tracks, Pacific Coast Highway 101, and connect to the existing outfall at Cardiff State Beach. Installation of the majority of the new pipeline will be conducted using horizontal directional drilling (HDD). No impacts to streams or wetland habitat are proposed or anticipated, except for the identified impact to the existing concrete-lined stream near the SEWRF. However, it is possible that an inadvertent surface return ("frac-out") could enter into San Elijo Lagoon if pressure created by the boring/drilling forces water/drilling mud mixture through a weak point in the geologic formation. In the event a frac-out enters the lagoon, habitat restoration will occur to restore temporarily impacted areas.
