Ranchero Group Treated Water Line Extension Project

Description

NID prepared an EIR (Addendum) to assess the potential for environmental impacts related to a "changed condition" (i.e., changed circumstances, project changes, or new information potentially of substantial importance) associated with the NID Ranchero Group Treated Water Line Extension Projectthat may result in a different environmental impact than identified or evaluated in previous environmental documentation. NID prepared a CEQA environmental compliance document, the IS/MND for the Ranchero Group Treated Water Line Extension Project (NID 2009). NID's Board of Directors adopted the MND and approved the project on January 27, 2010. The proposed project change evaluated resulted from a change in project design during final preliminary engineering that occurred after adoption of the IS/MND. This information was not available at the time the IS/MND was completed. These changes specifically involve the construction of an additional 8 inch treated water pipeline segment between Salada Court and Salt Creek Road, and a new pressure release valve (PRV) station at the intersection of the pipeline and Salt Creek Road. The PRV station and an emergency pump intertie would be installed in an underground vault. During final preliminary engineering, it was determined that a PRV was necessary to ensure emergency water supply in the event of a pipe break in the southern area of the project. Additionally, the PRV would ensure adequate emergency fire flow availability to the northwest area of the project. This would be especially important if NID does not include the East Hacienda pipeline segment in the final project. This change in project approach will require construction on property between Salada Court and Salt Creek Road that was not previously included in the project.
