Title: Docks Area Specific Plan
Description: The project consists of the DTSC approval of a Remedial Action Plan for the PG&E (the Site). This action is being taken pursuant to authority granted under the CA Health & Safety Code, Chapter 6.8 and the federal Comprehensive Environmental Response, Compensation, and Liability Act, Section 121. The Docks Area Specific Plan EIR certified in 2009 by the City of Sacramento (SCH#2005062143) conceptually addressed the proposed Site Cleanup. As a Responsible Agency under CEQA, DTSC provided comments on the EIR in order to provide the City with information concerning the extent of soil and groundwater contamination existing at the Site, DTSC's regulatory authority over approval of future remediation activities, and conceptual remediation strategies because some RAP details had not been fully determined at the time EIR was certified. DTSC's review of the final EIR concluded that the impacts contemplated in the EIR were consistent with the impacts anticipated for activities contained in the RAP. Further DTSC concluded that an Addendum to the EIR was the appropriate CEQA document to prepare to update the specified project activities and impacts that will result from implementing the RAP.
