Draft Program Environmental Impact Report for the Redevelopment Plan for the Proposed Magnolia Redevelop. Project

Description

The Project has been proposed by the City of Upland City Council and the Agency as the basis for a variety of redevelopment activities designed to help eliminate blight conditions found to exist in the Project Area. The long-term Project implementation may include, but will not necessarily be limited to: 1) infrastructure improvements such as street improvements, storm drain facilities and systems, parking facilities, utilities improvement, water and wastewater systems, traffic signals and transportation management, and other such infrastructure improvements; 2) community and public facilities improvements such as street lighting streetscape improvements, and "bicycle and pedestrian" plans; 3) community development programs such as planning and design services, graffiti abatement, historic preservation, soil contamination remediation, commercial and industrial rehabilitation and expansion assistance, marketing/promotions, seismic retrofitting, and code enforcement; and 4) funding for and construction/ reconstruction of affordable housing, residential rehabilitation assistance programs and other affordable housing programs. While not proposed as specific projects at this time, these actions are possible activities that may be undertaken over the 30 year effective life of the Plan with respect to the Project Area.
