- The proposed incorporation of Malaga would result in the establishment of a new city and Sphere of Influence (SOI). The project area is comprised of the proposed city limits and SOI. It consists of approximately 3,933 acres of land located south of and adjacent to the City of Fresno, in north central Fresno County. The Malaga incorporation proponents propose that the new city would be a General Law City with a city manager form of government.
