Document Description
The proposed action includes approval of a Commuter Air Carrier License and Ramp Use Agreement with Delux Public Charter, LLC dba JSX Air for the purpose of allowing commuter air carrier service pursuant to Part 135 of the Federal Aviation Regulations and Title 14 of the Code of Federal Regulations Part 380, Public Charters.
The Board of Supervisors previously certified the Final Program Environmental Impact Report (PEIR) for the McClellan-Palomar Airport Master Plan Update on December 8, 2021 (06). As a component of the certified PEIR, the proposed action was reviewed pursuant to CEQA Guidelines Section 15168(c)(2), and an Environmental Review Update Checklist dated September 1, 2023 was prepared, which determined that the proposed action would not result in new effects or new mitigation measures, and the activity is within the scope of the previously approved project covered by the PEIR, and no new environmental document is required.
