Document Description
To assist in the continued development of the Alessandro Commerce Centre and the implementation of Brown Street, the Exeter Alessandro Land, LLC and the Eastern Municipal Water District (EMWD) are requesting that March Joint Powers Authority grant the following easements: I) Exeter Alessandro Land, LLC: a Temporary Construction Easement, and 2) EMWD: a Water Easement The necessity of the proposed easements is due to the construction of Brown Street, which has been designed to meet County of Riverside standards and provide access to the future Cactus Avenue. The proposed Brown Street alignment creates a fill condition over an existing EMWD easement, placing up to an additional 11 feet of fill on top of the existing ground. EMWD engineers have stated this amount of fill will cause harm to the existing 54" water line. The only feasible solution to keep the water flowing in the 54" water line and meet the Brown Street slope requirement is to raise and slightly offset the water line. The new Water Easement is required due to the offsetting of the water line from the existing alignment. See NOD for full details.
