Document Description
The Department of Toxic Substances Control (DTSC) approved the Remedial Action Plan (RAP) for the Sacramento Railyards Manufactured Gas Plant (MGP) Study Area (Project Site) to address contaminants from historical MGP operations, such as total petroleum hydrocarbons, volatile organic compounds (VOCs), and semi-VOCs.
The Project Site is approximately 1.5 acres and lies within what was originally defined as the Northern Shops Study Area, between the Interstate-5 (I-5) overpass and the Sacramento River, within the Railyards Specific Plan (RSP) Area. The RAP is an additional remediation component of the RSP Final Supplemental Environmental Impact Report, Richards Boulevard Area Plan (FSEIR).
The Project activities consist of Installing a Cap, expanded In-Situ Soil Stabilization/Solidification (ISS), Groundwater Extraction for Residual Mass Removal, Non-aqueous Phase Liquid (NAPL) Recovery Management. NAPL are organic liquid contaminants that do not dissolve in, or easily mix with, water, like oil, gasoline, and petroleum products.
