Document Description
A Draft Supplemental Environmental Impact Report (DSEIR) for the Milligan Parking Lot Project. The approximately2.5-acre project site consists of five parcels and is located in downtown San José. The site is occupied by an automobile repair shop with an attached warehouse, a vacant commercial building and additions, and a vacant single-family residential structure and garage. The project site currently contains 118 surface parking spaces used for SAP Center events. The City of San José, as the owner of the subject property, proposes to remove all existing on-site buildings and construct an approximately 300-space surface parking lot. The intent of the project is to provide a temporary surface parking lot during the construction activities occurring for the other projects in the vicinity. Driveways onto North Autumn Street and West St. John Street would provide ingress and egress to the proposed parking lot. Vehicles would access the site via two new 26-foot wide full-access driveways. One driveway would be located on West St. John Street (160 feet east of North Autumn Street) and the second driveway would be located on North Autumn Street (approximately 240 north of West St. John Street). The project would remove 28 trees, including 20 ordinance-sized trees and plant 26, 24-inch-box replacement trees. A 600-foot-long future pedestrian trail or Class I paved bicycle and pedestrian trail would be constructed within the 35-foot setback area located between the proposed parking lot and the Guadalupe River. The trail would be approximately 12 feet wide, with two-foot-wide shoulders.
