Blythe Border Protection Station Replacement Project

Description

The California Department of General Services (DGS), in conjunction with the California Department of Transportation (Caltrans) and California Department of Food and Agriculture (CDFA), proposes to demolish the existing California Department of Food and Agriculture’s (CDFA) Blythe Border Protection Station (BPS) and replace it with an updated facility on Interstate 10 (I-10) that is sufficiently sized and equipped to accommodate necessary CDFA inspection operations, required quarantine enforcement, and other border safety/protection activities. The new BPS will be constructed approximately 0.66 mile west of the existing station (Project). In addition to developing a new BPS facility, the Project would re-align the existing westbound I-10 lanes to divert vehicles to inspection booths and widen the lanes within the limits of the relocated BPS to accommodate five lanes for passenger vehicles and four additional lanes for commercial trucks. The additional lanes would be for inspections only and would not provide additional I-10 westbound through-lanes. The Project would also relocate Hobsonway to the north of its existing alignment and remove the existing Hobsonway ramps at 1-10 and relocate them west of their existing location. The existing BPS facility would remain operational during Project construction. Once the new BPS facility is constructed and operational, the existing BPS facility would be demolished. The Project would include 2 two inspection buildings, a main vehicle inspection building and a commercial truck inspection building; 3 inspection canopies; 25 parking stalls including two accessible stalls, and two electric vehicle [EV] stalls; a solar array, which will offset 100 percent of the Project’s energy consumption; a watercraft washing area; an apiary bee spray area; and an incinerator. Other improvements include installation of utilities (water, sewer, and power, telecommunication, gas); a site drainage/stormwater collection system; windscreens; signage; and trail improvements.
