- Description
- The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement (EPIMS-RIV-26265-R6), pursuant to Fish and Game Code section 1602, the project Applicant, Mission Pacific Land Company as represented by John Abel. The Project is limited to the widening of Horsethief Canyon Creek corridor to approximately 300 feet wide. This includes the existing Cow Canyon Creek corridor, which is a tributary to Horsethief Canyon Creek. The corridor will be widened to re-establish a new wider natural floodplain to convey the 100-year flood event for both creeks and allow wildlife movement through the corridor. The widening of the existing corridor will require temporary impacts to several locations along the periphery of existing streambed and riparian habitat. The newly established floodplain will be restored with native Riversidean alluvial fan sage scrub and riparian habitat. The Project also proposes to decommission and remove the Bosley Lane roadway crossing in its entirety where it crosses Horsethief Canyon Creek. The removal of Bosley Lane will entail breaking up the existing asphalt, removing/disposing of the asphalt and other fill material, and recontouring the area to re-establish the flow-through creek condition and transition natural grades. Riprap lined slopes will be created on either side of the newly widened and re-established floodplain at this location per the Riverside County Flood Control and Water Conservation District (RCFC & WCD) facility design. Permanent impacts downstream of Bosley Lane are included in this Agreement to address future, routine maintenance activities within two separate RCFC & WCD easements along/within the riprap lined slopes and re-established floodplain areas.
