Document Description
The Project proposes to construct a 2.20 million gallon (MG) domestic water tank and a 0.44 MG recycled water tank off-site in the existing Elsinore Valley Municipal Water District (EVMWD) "tank farm" located 0.62 miles south of the Elmore West development. Water will be conveyed to the Project site via pipes within an existing EVMVVD right-of-way that is used to convey water from other reservoirs in the tank farm. The Project is also conditioned to construct a 1,230 foot-long off site segment of Mountain Road from the northwest portion of the property to DePalma Road. Mountain Road is a Riverside County General Plan Circulation Element roadway which would be designed in accordance with County standards.
The County, as lead agency for the Project, had a Mitigated Negative Declaration ("MND") prepared for the Project. The MND analyzed and evaluated the Project's potential environmental impacts, and it concluded that the Project would not result in any potentially significant environmental impacts with the implementation of specified mitigation measures. The County adopted the MND on December 19, 2006, approved the Project on February 27, 2007 and it filed a Notice of Determination for the Project on March 02, 2007.
The District is a responsible agency for the Project under State CEQA Guidelines section 15381 because it is not the lead agency for the Project, but it does have discretionary approval power over the Project in that it has discretion to approve a utility easement to support the Project. On August 20, 2024, the Board of Directors of the District considered the aforementioned MND, made responsible agency findings for the Project, and approved the utility easement.
