SR-39 Reopening Project
Description
This project proposes to rehabilitate and reopen a 4.4-mile segment of State Route 39 (SR-39) from post miles 40.0 to 44.4, within the Angeles National Forest, in Los Angeles County. The purpose of this project is to reopen the closed section of State Route 39, thereby restoring access between Interstate 210 and State Route 2. This 4.4-mile portion of SR-39 has remained closed since 1978 from approximately 1.8 mile North of Crystal Lake Rd to the junction where SR-39 meets SR-2. The project will preserve the integrity of the existing facility and provide access for fire suppression, search and rescue, and emergency response personnel including the United States Forest Service (USFS) and the Los Angeles County Sheriff’s Department. It will also provide safe access for Caltrans maintenance crews, Los Angeles County Public Works, and local city personnel. Restoring and reopening the closed segment of SR-39 will bring this roadway into compliance with the California Streets and Highway Code, Section 91 and 100 which mandates that Caltrans shall improve and maintain state highways as provided in the code. Caltrans shall monitor the cumulative impacts of fragmented gaps in the State Highway System (SHS) to identify safety and long-term maintenance issues. The need for this project would be to address the current geology and slope instability concerns that continue to degrade existing conditions producing flooding, landslides, erosion, and falling rocks. Cumulatively, these problems cause a safety hazard for maintenance workers and fire and safety workers that use the route. With implementation of the proposed project, these safety concerns would be addressed, and regional traffic circulation connection would be restored that has blocked local access to ski areas and high-desert communities.
