Housing Element 2021-2029 Update / Safety Element Update

Description

Project: Updates to the City of Los Angeles General Plan Housing Element and Safety Element, and a Rezoning Program for the creation of additional zoning capacity for housing units. The Housing Element Update will: further the goal of meeting the existing and projected housing needs of all family income levels of the community; provide evidence of the City’s ability to accommodate the Regional Housing Needs Assessment allocation through the year 2029; and identify a Rezoning Program to reach the required housing capacity. The targeted amendments to the Safety Element will integrate related long-range planning efforts to ensure compliance with State law, and includes a related technical amendment to the Plan for a Healthy Los Angeles (Health Element) to clarify consistency with State law (SB 1000). Subsequent approval: Targeted amendment to the City of Los Angeles General Plan Housing Element, including the modification and addition of implementation programs to clarify metrics, milestones, actions, and strategies to affirmatively further fair housing, as well as expand place-based programs to encourage community revitalization. These revisions are identified as necessary to obtain full compliance with statutory housing element requirements.
