Rho-Chem Corrective Measures
Description
The proposed project (425 Isis Avenue, Inglewood, CA) includes the following elements to control and/or limit existing soil, soil vapor, and semi-perched aquifer contamination at the site: land use controls; containment; Soil vapor extraction (SVE); hydraulic property boundary containment; on-site enhanced reductive dichlorination (ERD)/in-situ chemical oxidation (ISCO) re-circulation; off-site groundwater ,extraction (GWE); and monitored natural attenuation (MNA). Pursuant to the Corrective Action Consent Agreement(CACA); the proposed remedies are recommended in a Corrective Measure Study:(CMS) report prepared by Cemex, Inc. and Rho-Chem, LLC (formerly known as Rho-Chem Corporation; Rho-Chem); collectively the Respondents, for the Rho-Chem facility (site or facility). The CACA was issued pursuant to California Health and Safety Code, section 25187, which requires the owner/operator to clean up any spill, hazardous substances, and/or contaminants found at and adjacent to the site. Selecting the remedies would allow the respondents to implement the corrective measures (CM) recommended in the CMS Report and obtain a Corrective Action Complete without Controls determination from DTSC for the site.
