- The project is the development of a CarMax automobile sales dealership and service facility on an approx 7.3-acre site at Hammer Lane and Marantha Dr that is adjacent to the city of Stockton but is currently in the unincorporated area of San Joaquin County. The dealership site, together with an adjacent 3.3-acre site south of Marantha Dr are both on a parcel proposed for annexation to the city, along with the ROW of the segment of Marantha Dr adjacent to the parcel and a portion of East Hammer Lane along the project site frontage. The project requires discretionary approvals from the city of Stockton consisting of a land development permit, design review, pre-zoning, and authorization to apply for annexation, along with a land development permit to be granted after the discretionary approvals.
