Southeastern Live Well Center

Description

The proposed Southeastern Live Well Center project would consist of the demolition of the Tubman-Chavez Community Center and the construction of an approx. 80,000 sf facility, including an approx. 4,000 sf community room, located at the intersection of Market St and Euclid Ave within the Encanto Community Planning Area within the jurisdiction of the city of San Diego. The project would also include a surface parking lot and a parking structure. The project site would consist of five parcels: APNs 548-040-39-00 and 548-040-06-00, 548-040-07-00, 548-040-08-00 and 548-040-09-00. Access to the site would be from Euclid and Market Street. The facility would provide two major public functions: Health and Human Services Agency (HHSA) and Probation Dept. The HHSA would occupy approx. 59,000 sq. ft. and Probation would occupy approx. 21,000 sq. ft. The objective of the project is to replace outdated County facilities and co-locate employees from those older facilities into the proposed new facility. The new HHSA component would accommodate the relocation of approx. 150 employees from the existing Southeast Family Resource Center, located at 4588 Market Street; approx. 33 staff from the Central Regional Public Health Center, located at 5202 University Ave.; and approx. ten staff from the Comprehensive Health Care Center, located at 3177 Ocean View Blvd. The new Probation component would accommodate the relocation of some staff from a leased facility located at 1095 Bay Blvd within the City of Chula Vista, the downtown San Diego Hall of Justice, and Juvenile probation located at 2901 Meadow Lark Dr. within the City of San Diego. The total anticipated employees accommodated over a five year growth forecast would be 311. The approx. 59,000 sq. ft. portion of the facility that would accommodate HHSA functions would consist of the following services: Family Resource Center, Family Strengthening Services, Public Health (focused on health promotion, advocacy, outreach), and Behavioral Health Services. The approx. 21,000 sq. ft. portion of the facility would be reserved for Probation functions implementing a TRUST (Treatment-centered Restorative justice, Uniting Supportive Services with Trauma-informed care) model. Probation would support youth and adult clients through case planning, accountability and a restorative justice model that enhances community safety.
