New Dinuba High School EIR
Description
The proposed action focuses on the removal of contaminated soils through excavation and offsite disposal to address the on-site soils containing elevated concentrations of lead, organochlorine pesticides (OCPs), and/or total petroleum hydrocarbons (TPHs) at the Planned Kamm/Alta High School to reduce the threat to human health. The actions will provide a permanent solution that reduces the toxicity, mobility, and volume of contaminated soil. To accomplish this, the DTSC approved the Planned Kamm/Alta High School Removal Action Workplan (RAW) - AECOM Technical Services, Inc., April 30, 2018) pursuant to Authority granted under Chapter 6.8, Division 20, sections 25323.1 and 25356.1 of the Health and Safety Code (H&SC). The District is proposing to construct a new high school on approx. 76 acres located on the southwest corner of Kamm Avenue and Alta Avenue in the City of Dinuba, Tulare County, CA (Site). The site is defined by the Tulare County Assessor as APN # 030-010-006 (40 acre parcel) and 030-010-041 (36.36-acre parcel). The parcels are owned by the District. This is a small and short term excavation project. It is anticipated that the off-haul of impacted soil will require approx. 3 weeks. Specific environmental safeguards and monitoring procedures that are enforceable and made a condition of RAW approval are included in an approved Health and Safety Plan, Dust Control Plan, Confirmation Sampling and Analysis Plan, Transportation Plan and Quality Assurance Project Plan.
