East Lake Specific Plan Amendment (ELSPA) No. 11 Project
Description
The approx. 3,000 acre East Lake Specific Plan No. 11 would potentially allow 458,000 sq. ft. of commercial/light industrial development, one golf course, up to four hotels (totaling 540 rooms), 30.4 acres of parks, 3,640 dwelling units, 67,500 sq. ft. for restaurants, one airport, and potentially up to 815.2 acres of preservation/mitigation areas. Additionally, the proposed BLSPA allows up to four active recreation uses and two action sport uses, GPA NO. 2016-01 proposes to amend the General Plan Circulation Element and make minor modifications to the Project site boundary as shown on the General Plan's Land Use Plan, including 1) add the inlet Channel from Auto Center Drive to the Lake into the ELSP Project site, changing its General Plan designation from Hoodway to Specific Plan, 2) remove two parcels from the ELSP and designate them limited industrial, and 3) amend the General Plan Circulation Element to designate Cereal Street, Lucerne Street, Malaga Road/Sylvester Street, Stoneman Street, and two additional road segments within the Summerly development as Collector Streets. ZC 2017-03 proposes to change the zoning of the Inlet Channel from F to SP and change the zoning of the two Limited Industrial properties that are being removed from ELSPA 11.
