Document Description
The proposed ELSPA No. 11 consists of an amendment of the existing East Lake Specific Plan to: overhaul land uses, development regulations, circulation, drainage, and architectural guidelines for the specific plan area; streamline development by making the specific plan area guidance documents more user-friendly; protect the natural resources in the Back Basin; and ensure that the city's existing and future action-sports activities/venues have a permanent location in the city. The proposed project would allow for a change from a mix of residential, commercial and open-space uses currently allowed in the specific plan to sports- and recreation-oriented uses while maintaining open-space and existing residential entitlements.
