- Caltrans has considered the Initial Study/MND as prepared by the lead agency and based on the document prepared by the Lead Agency, Caltrans will issue an encroachment permit for the following work: On SR 145 at PM 23.67 the applicant proposes to bore and jack four 72" reinforced concrete pipes under the hwy to deliver water to nearby lands. The pipeline is considered to be a culvert crossing and will be under low pressure (+/- 10ft/4.3 psi).
