Iris Canyon Residential Care Facility for the Elderly
Description
The project consists of a Use Permit and Variance for the Iris Canyon Residential Care Facility for the Elderly (proposed project), located on a 8.29 acre site at 200 Iris Canyon Road (formerly 1700 Del Monte Center) north of State Highway 1, west of Iris Canyon Road, and south of Don Dahvee Lane adjacent to the Del Monte Shopping Center in the City of Monterey, California. Regional access to the property is provided by Iris Canyon Road. The zoning for the site is R-1-15(D) Single Family Residential Zoning District, 15,000 square foot minimum lot size, and a design and development control overlay. Land use designations in the immediate vicinity of the property include "R-E" Residential Estate to the north, "O" Open Space to the north and east, "PC" Planned Community District to the east and south across State Highway 1, and "C-2-SC" Community Commercial Planned Commercial to the west. The proposed project consists of a 110-unit/136-bed residential care facility. The proposed facility consists of studio, one and two bedroom rental units and services with one 114,316 sf. main building and three - 2,284 sf. duplex building. The total building coverage is 46,076 sf. and the total floor area is 121,168 sf. The main building is located in the southeast portion of the site and is four stories and 43 feet at the tallest point. Two wings wrap to the surrounding biological resources, the entry road is require to slop up to 15% for approximately 200 feet. Doing this does not feasibly allow for drainage swales or subsurface structures that would adequately slow the flow rate to allow for particles to settle. The project proposes to allow the drainage to flow for this portion of roadway without retention or stormwater quality control measures, which accounts for 1.3 cfs of runoff during a 100-year storm event.\ The site construction can be broken up into three distinct areas, the entry road and duplexes, the access road, and the main building. It is assumed that construction for the project will be phased based on access during construction. Construction is assumed to begin with the excavation of the access road and main building site. Following this sequence would expose a large area of the site to erosion. The project proposes to protect the existing creek and surrounding hillsides from erosion by marking and protecting all trees designated to be preserved, using fiber rolls to catch drifting soil and hydroseeding exposed slopes. Construction of the entry road and duplexes is not anticipated to produce a significant erosion hazard, but similar preventive measures would be required.
