Gaviota Curve Realignment Project
Description
This 2081 permit is for a Caltrans proposed Project that proposes to realign the existing northbound compound curve with a single radius curve. In addition, the project proposes to widen the existing shoulders along the two northbound lanes. Only one build alternative is feasible at this location since the site is located between the Santa Ynez Mountains to the east, and Pacific Ocean to the west. The project will result in the permanent loss of 1.45 acres of upland habitat and 0.04-acre of potential covered species habitat, and will be compensated by the establishment (creation) of 4.47 acres of coastal scrub habitat along the new alignment of the project and altered Gaviota coastal areas. This is at a rate of three compensation for the temporary loss of 1.48 acres of upland habitat, and 0.07-acre of potential covered species habitat by restoration of 3.30 acres of coastal scrub habitat along the new alignment of the project and altered Gaviota coastal areas. Both the seed and container planting areas are designed to establish coastal scrub. Establishment (creation) of 0.20 acre of purple (valley) needle grassland will be used to compensate for temporary impacts to 0.10 acre (2:1 ratio). The project is expected to result in incidental take of Gaviota tarplant seed bank, which is designated as an endangered species under the Cal Endangered Species Act. The ITP referenced above as issued by CDFW authorizes incidental take of species listed under CESA that may occur as a result of project implementation.
