- Description
- The project consists of approval by the Department of Toxic Substances Control (DTSC) of a Removal Action Workplan (RAW) submitted by Padre Associates, Inc. dated June 14, 2014 on behalf of the Visalia Unified School District (VUSD). DTSC's approval action is being undertaken pursuant to regulatory authority granted under Chapter 6.8, Division 20 of the Health and Safety Code. The purpose of the RAW is to remediate potential risk to human health and the environment by reducing or eliminating future exposure to soils impacted by elevated concentrations of organochlorine pesticides (OCPs), the metals arsenic and lead, and petroleum hydrocarbons identified as motor oil (THPmo) in an area proposed for expansion (Project Site) on the Visalia Technical Education Center (VTEC) campus. Activities to be conducted pursuant to the approved RAW include the following: 1. Excavate approximately 450 CY (in-situ) of impacted soil from the identified areas. 2. From the excavation, segregate soil stockpile(s) by chemicals of concern (COCs) at quantities no greater than 250 CY per pile, for waste characterization purposes. 3. Conduct confirmation soil sampling, compare confirmation data to the cleanup goals (CGs) for the COCs, and excavate additional volume until the gas CGs are met. 4. Collect soil samples from each soil stockpile and analysis for waste classification per the requirements of the off-site disposal facility. 5. Load and transport approximately 730 tons of impacted soil to the appropriate disposal facility. 6. The sidewalls of the excavated areas will be rounded-off to avoid trip fall hazards and eventually the entire site will be re-graded and restored to meet the needs of the school modernization. 7. No imported fill material is planed for the Project Site. Soil removal is not planned beneath the existing paved areas surrounding the VTEC main building. The current paving and building will act as a cap to greatly limit exposure to arsenic-impacted soil identified in this area of the Project site. Also, a land-use covenant (LUC) will be executed between DTSC and the Visalia Unified School District (VUSD) and recorded with the Tulare County Recorder's Office to ensure that any onsite containment is operated and maintained and the future uses of the property are consistent with the operation and maintenance of the cap. Any residual soil contamination beneath the paving (cap) will be managed in accordance with the soils management plan (SMP).
