Title
Windsor Station Area/Downtown Specific Plan
Description
With a planning horizon to 2035, the Specific Plan articulates a vision and policies for the next phase of Downtown Windsor's evolution, and policies and zoning for development of the Station Area/Downtown. The Plan addresses a full spectrum of topics related to physical development of the area. Accordingly, the topics covered in the Plan include: Land Use and Design Standards; Circulation and Access; Parking; Affordable Housing; Infrastructure and Public Facilities; Implementation; and Environmental Resources. New development regulations for the area are also included in the Plan, in accordance with State Specific Plan requirements. The proposed Plan aims to promote transit oriented development to Downtown Windsor and surrounding areas adjacent to Windsor Station, which currently provides regional and local bus service. Windsor Station is also a planned stop for the Sonoma Marin Area Rail Transit (SMART) passenger rail service. The planned SMART service will connect Windsor to other North Bay communities through a 14-stop service running between Cloverdale and Larkspur, with bus and ferry links to San Francisco and the greater Bay Area. SMART service is expected to begin in 2014 between San Rafael and Santa Rosa, with service extending to Windsor in the second phase.
