Description
The proposed project is a minor residential subdivision within the Bonsall Community Planning area. The applicant proposes to divide 25.9 gross acre parcel into two (2) parcels. Parcel 1 is 7.4 acres net and parcel 2 is 17.6 acres net. Grading consists of 10,000+\- cubic yards of cut and fill. The project is subject to the Regional Land Use Element Policy 1.3, Estate Development Area (EDA) and General Plan Land Use Designation (18), Multiple Rural Use, which requires a 4, 8, or 20 acre (gross) minimum parcel size depending on slope. The average slope for parcel 1 is 28.97% and parcel 2 is 32.05%. Therefore, the minimum lot size per the General Plan is eight (8) acres gross. The current zoning for the subject property is RR.25, Rural Residential, with a four (4) acres net minimum parcel size. The project complies with both the General Plan and Zoning requirements for minimum lot size. Access for both parcels will be obtained from an existing 60' road and utility easement, known as Tarek Terrace. The entire project will be served by the following agencies/districts: Rainbow Municipal Water District, Deer Springs F.P.D., Fallbrook Union High School district and Bonsall Union Elementary School District. The project will be served by private septic systems.
