Description

The proposed action is consistent with: Final Program EIR (SCH # 2004071039) for General Plan Amendment 2008-02 (Opportunities Study) certified by the Lake Forest City Council on June 3, 2008; FEIR (SCH # 2009061020) for the Lake Forest Sports Park and Recreation Center, certified by the Lake Forest City Council on April 19, 2011; Serrano Summit Final EIR (SCH # 2011051009) certified by the Lake Forest City Council on February 7, 2012; and ND (Doc. # 85000802) for General Plan Amendment 00-01/Annexation 98-09 and Various Land Use Designation Changes City-wide, certified by the Lake Forest City Council on July 17, 2001. Staff has prepared a modified Initial Study checklist to document the consistency between the proposed changes and the prior environmental review. The modified Initial Study demonstrates that all environmental effects. Therefore, in accordance with Public Resources Code section 21166 and State CEQA Guidelines section 15162, preparation of subsequent environmental impact reports are not required. The draft modified Initial Study and referenced prior environmental documents are posted ont he City's website at the URLs listed in Attachment 3.
