Beach and Orangethorpe Mixed-Use Specific Plan

Description

The Beach Orangethorpe Mixed-Use Specific Plan (BOMUSP) involves the creation of an urban mixed-use development and is anticipated to be built out in two phases. The max. development that would be allowed by the proposed BOMUSP is: 1,000 multi-family residential units in multiple high-rise structures; 355,000sf. of retail development; a 300-room/277,000sf. hotel and subterranean and above-ground parking. The BOMUSP would allow one of the residential buildings to be alternatively developed with office uses, which would replace 177 multi-family units with approx. 195,000sf. of office space. If office space is developed in lieu of residential units, the max. number of residential units would be reduced to 823 units. The project includes the construction of on- and off-site utilities (e.g., sewer, water, storm drain, electric, gas, telephone) to serve the proposed uses. Some improvements, including transportation and utility infrastructure improvements would be required within Caltrans jurisdiction (i.e. Beach Blvd., SR91, I-5). The BOMUSP does not provide a specific project design for the site; rather, it identifies a number of land use concepts that demonstrate how development allowed under the BOMUSP could be implemented on the site. The ultimate building layout and site planning would occur during subsequent development approvals, including the tentative tract map and precise planning process. The proposed project requires: (1) a General Plan Amendment to change the land use designation for the entire site to BOMUSP; (2) a zone change to change the zoning for the entire site to BOMUSP; (3) an amendment to the ECSP to remove Sub-District A1 (which encompasses the project site), (4) adoption of the BOMUSP; and (5) approval of a Development Agreement.
