06-KER-14 KP 73.9/100.2 (PM 45.9/62.3) Freeman Gulch Four-Lane Project

Description

This proposed project involves converting the existing 2-lane conventional highway into a 4-lane, divided, controlled-access expressway including placing an asphalt concrete overlay, flattening cut slopes, widening fill slopes, overpass intersections and widening paved shoulders to 5-ft inside and 10-ft outside. The Project will result in permanent impacts to 889.8 acres of Mohave ground squirrel (Spermophilus mohavensis) and desert tortoise (Gopherus agassizii) habitat. The project may result in incidental take of Mohave ground squirrel and desert tortoise, both of which are designated as threatened species under the CESA. The ITP Minor Amendment referenced above as issued by CDFW authorizes two changes to the ITP, pertaining to the subdivision of Segment/Phase 1 into Segment/Phase 1a tasks (utility relocation) and Segment/Phase 1b (alignment construction), and one additional option for mitigating the Project-related impacts to the Covered Species.
