- The proposed project involves the remediation of contaminated soils associated with the operation of the former Manufactured Gas Plant (MGP) at the Colton site, which was in operation between 1912 and 1947 by Southern Counties Gas Company, a predecessor to The Gas Company. Remedial activities include the following: excavation and removal of contaminated soils; transport of contaminated soils to an off-site treatment facility; and backfilling of the site with clean soils. The site encompasses an area of approximately 8.5 acres, of which approximately 99,000 square feet (approximately 2.5 acres) will be excavated. The excavation depths range from approximately 1 to 6 feet below ground surface (bgs). The average depth of soils to be excavated is 4 feet bgs. The total amount of excavated soils is expected to be approximately 21,000 tons or 15,000 cubic yards. This would require approximately 840 truckloads. The proposed project would be temporary, lasting approximately 3 to 4 months. Once the contaminated soil is excavated, confirmation sampling will be conducted to determine if additional excavation is required. Following the positive results, the excavated area will be backfilled with clean soils to be hauled in from a nearby quarry, and the site would be restored to near existing conditions. The hauling operation is estimated to be completed in approximately 25-30 working days, with approximately 80 truck-trips of contaminated and clean soils entering and exiting the site daily.
