Agricultural Issues General Plan Amendment and Implementing Rezone GPA 96-03
Description
This General Plan Amendment, GPA 01-01 proposes to amend the County General Plan, including, but not limited to, the following: 1) Revisions to the Regional Land Use Element including establishing building intensity standards, and a maximum population density for the (20) General Agriculture land use designation as follows: One dwelling unit per 10 acres for land with the (20) Designation within (west of) the boundary of the County Water Authority as of May 1998; and: One dwelling unit per 40 acres for land with the (20) Designation outside (east of) the boundary of the County Water Authority as of May 1998. 2) Revisions to the Open Space Element including additional goals and policies related to lands in agricultural designations and addition of a new map entitled, "Lands in Agricultural Production" and an appendix to the Open Space Element that provides an inventory of San Diego County agricultural resources. 3) Revision to the Conservation Element including additional policies and action programs related to lands in agricultural designations and addition of two new maps to the Conservation Element entitled, "Soils Map" and "San Diego County Highly Erodible Soils Map". 4) Minor related changes to the Alpine Community Plan, Central Mountain Subregional Plan, North Mountain Subregional Plan, Ramona Community Plan and the Valley Center Community Plan and changes to the legends of all Plan maps that include the (20) Designation, and changes to the Regional Land Use Compatibility Matrix. In addition to GPA 01-01, the related implementing Rezone R01-005 will set minimum lot sizes of 10 acres and a corresponding maximum density of one dwelling unit per 10 acres on (20) Designated lands west of the County Water authority (CQA) boundary and a minimum lot size of 40 acres and a corresponding maximum density of one dwelling unit per 40 acres on (20) desingnated lands east of the CWA boundary. On January 11, 1996, a final judgment was issued by the Superior Court regarding the lawsuit "Save Our Forest and Ranchlands v. County of San Diego". Judgment was issued for Save Our Forest and Ranchlands, requiring the County to rescind (GPA 94-01), which had amended the (20) Designation. The judgment further directed the County to bring the Land Use, Conservation, and Open Space Elements of the General Plan into compliance with law. This General Plan Amendment is intended to satisfy the Court's directive.
