This project ls categorically exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Article 19, Section 15332, Class 32, In-Fill Development Projects, as there is no substantial evidence demonstrating that any exception contained in Section 15300.2 of the State CEQA Guidelines apply, including considerations of location, cumulative impacts, significant effects or unusual circumstances, scenic highways, hazardous waste sites, or historical resources. The project qualifies for a Class 32 categorical Exemption as it conforms to the definition of an "In-fill Project" within an urban area and the project would not result in significant effects related to traffic, noise, air quality, water quality, or other environmental impacts.
