Document Description
The Project involves demolition of both existing Carancho Tank Nos. 1 and 2, removal of a 12-inch diameter intake pipe, installation of approximately 600 linear feet of 24-inch diameter potable water pipeline, and equipment/ancillary improvements to an existing pump station consisting of relocation of existing radio antenna, abandonment and removal of an existing Southern California Edison (SCE) transformer, permanent stabilization of surfaces, replacement of two (2) existing pumps (350 Hp), and installation of two (2) new pumps (350 Hp). Proposed improvements will result in 3 duty pumps (350 HP each) and one standby pump (350 HP) to meet the desired capacity of 4,400 gpm; two (2) new surge tanks, new electrical conduit, a 50-foot antenna, a new transformer; and a new 1,250 kW emergency power generator with enclosure (300 feet by 92.5 feet), and an automatic transfer switch meeting Tier 2 emission standards. The existing pump station contains space for four (4) pumps and was initially intended to provide 6,000 gpm (with all four pumps running). Thus, the upgrades planned for the Project fall within the scope and configuration of the original pump station and are needed to improve reliability, fire response, and water deliveries in the Local Vicinity. Project components are shown below in Figure 3. Site Plan. The Project does not propose increased impervious surfaces. Site access is from an existing driveway at El Calamar Road. Project construction is anticipated to begin in late 2024 and conclude in mid-2026, lasting approximately eighteen (18) months. Construction activities will occur between 7:30 AM and 5:00 PM, Monday through Friday; weekend and night work are not proposed; however, they may occur.

Regionally, the Project is within southwestern unincorporated Riverside County. Vehicular access to the Project is from paved two-lane roads: Carancho Road, Camaron Road, and De Luz Road. The closest regional transportation routes are Interstates 15 (I-15) and 215 (I-215), located approximately 8.1 and 8.5 miles east of the Project site. Surrounding cities include Wildomar, Murrieta, and Temecula to the east. (see Figure 1. Regional Location Map). The Project is centrally located on developed portions of parcel APN 933-050-036, consisting of 6.56 acres of land currently developed with two (2) water tanks (Carancho Tank Nos. 1 and 2) and a pump station. Prominent features within the Local Vicinity are the Santa Rosa Plateau Ecological Preserve, approximately 2 miles north; the Cleveland National Forest, approximately 10 miles north; and the Santa Margarita Ecological Reserve, approximately 7.4 miles southeast of the Project. Temecula Valley Vineyards, Wineries, Citrus Groves, and open space on surrounding parcels. (see Figure 2. Local Vicinity Map). The Project is approximately 2.3 miles west of the Cross Creek Golf Course, approximately 3 miles southeast of Tenaja Pump Station, and approximately 7.7 miles south of Baldaray Pump Station. The existing pump station is at 1,580 feet above mean sea level (AMSL) in a high valley formed by the Santa Rosa Plateau. Specifically, Carancho Pump Station is located at Latitude 33.494125/ Longitude 117.273933 within a non-sectioned area of Township 8 South, Range 4 West, San Bernardino Baseline and Meridian, in Riverside County within the USGS Fallbrook, California (1988) 7.5-minute topographic quadrangle.
