Document Description
The California Department of Water Resources, pursuant to California Government Code §65596.5, amends the Model Water Efficient Landscape Ordinance (MWELO). The amendments, established by the California Administrative Procedure Act (Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code), simplify MWELO by resolving ambiguities, providing clarity, and improving MWELO’s organization. The amendments will facilitate more consistent implementation of MWELO by making the ordinance easier to understand, follow, and implement/enforce by cities and counties.

Reasons for Exemption
The Department of Water Resources completed a regular rulemaking process for the Model Water Efficient Landscape Ordinance that occurs every three years pursuant to California Government Code section 65596.5. In this update, the Department is simplifying MWELO to improve clarity and understanding but no material changes that would result in significant impacts to the environment have been made.
