Document Description
The Department of Water Resources, as a Responsible Agency, is funding the Proposed Project (also known as the Colgate Tunnel and Penstock Maintenance Project; State Clearinghouse #2024050723), which consists of consists of the reconstruction of the Colgate Penstock Shutoff Valve and maintenance and repair of existing water conveyance facilities supplying the Penstock. Reconstruction of the currently non-operational Colgate Penstock Shutoff Valve so it may be used to reduce discharge in case of a penstock rupture, as mandated by FERC. Maintenance and repair work on various aspects of the conveyance system which brings water from the New Bullards Bar Reservoir to the Penstock, which will be accessible when the tunnel is dewatered. DWR concurs with the justification for a Categorical Exemption under CEQA. The reconstruction of the Colgate Penstock Shutoff Valve and maintenance and repair of existing water conveyance facilities supplying the Penstock will not result in any significant adverse environmental impacts, expand upon existing uses, and is not barred by any exceptions identified in CEQA Guidelines 15300.2.
