Document Description
MND 23-01 evaluates potential environmental impacts resulting with the Simms Park Stormwater Capture and Teen & Senior Center Projects. The stormwater capture project will construct underground infrastructure within Simms Park to divert stormwater from an existing storm drain in Clark Avenue into a concrete storage reservoir proposed beneath the baseball/softball fields, and will also include new fencing, landscaping, and other park improvements. The Teen & Senior Center project will construct a single-story, 12,355-square foot building east of the existing Woman's Club building, near Clark Avenue and Oak Street, replacing the City's old teen center building on the same site that was demolished in 2019. GPA 23-02 and ZC 23-02 are proposed for the existing Woman's Club (9402 Oak Street) area and for the Teen & Senior Center site (16614 Clark Avenue, formerly 9410 Oak Street) to change the land use designation from Commercial to Open Space and rezone the parcels from General Commercial (C-G) zone to Open Space (O-S) zone. Bellflower City Council approval of constructing both projects and approving the rezone and general plan amendment are discretionary actions subject to CEQA compliance by the City.
