Document Description
The San Diego Water Board issued a Clean Water Act section 401 water quality certification (Certification No. R9-2024-0019) to the Project Applicant to implement necessary improvements to existing facilities to accommodate the construction and implementation of the East County Advanced Water Purification Project. The project primarily consists of replacing the current Chet Harritt Pump Station, installing a new aeration system within Lake Jennings, and installing a new effluent flow meter for the existing Clearwell Tank. These activities will involve permanent construction of a concrete air supply pipeline headwall structure within the lake bottom, permanent placement of not more than 200 2-feet by 3-feet concrete air supply pipeline and diffuser curtain pipeline anchors on the lake bottom, temporary trenching impacts to install approximately nine feet of the aeration pipelines below ground surface level from the shoreline to the headwall, and temporary impacts from vegetation clearing and ground disturbance within construction access areas. Temporary impact areas will be restored in accordance with an approved restoration plan and permanent loss of aquatic resource will be mitigated through the purchase of re-establishment mitigation bank credits from the San Luis Rey Mitigation Bank.
