Reasons for Exemption
The City of Grover Beach is purchasing property for future interest both to the City and community at large. There are no contractual commitments or decisions at this time as to what the City intends with this property. Therefore, whether the property ultimately is used as a project under the definition of CEQA (Section 15378), then a separate environmental analysis will be conducted at that point in time. Based on these project characteristics, the proposed purchase and acquisition of the property by the City is covered by the Common Sense Exemption, Section 15061(b)(3) of the CEQA Guidelines, as it can be seen with certainty that there is no possibility that this purchase may have a significant effect on the environment.
