Document Description
The purpose of this project is to demolish and remove one potable water reservoir and one duplex pump station which are a potential hazard and have reached the end of their service life. The reservoir houses existing AMI equipment to be relocated within the project site. Piping connected to the reservoirs and pump station will be blind flanged and left in place. The pump station building will be protected in place to house AMI and SCADA equipment. Project beneficiaries will be EVMWD’s workers and ratepayers, as EVMWD will no longer be required to maintain the unused facilities.

Reasons for Exemption
The project, involving the demolition of 1 reservoir and the relocation of AMI equipment, would be similar in scale and generate a similar amount of waste (much of which will be recyclable) as the types of demolition listed in State CEQA Guidelines Section 15301. The “Common Sense” exemption is also applicable because this project would be exempt under Section 15302 if the reservoirs were going to be demolished and replaced on site with similarly sized facilities. Common sense dictates that if demolishing and replacing facilities would not have a significant impact on the environment, then merely demolishing the existing facilities without constructing replacements would also not have a significant impact on the environment. This reflects that demolition would occur more quickly, use fewer resources, and generate less waste than would demolition followed by reconstruction.
