Reasons for Exemption
On April 11, 2023, the City of Placentia Planning Commission, acting as the lead agency, evaluated the potential for adverse environmental impacts; and no evidence has been found that the proposed project will have adverse effects on the environment. The project involves repurposing a presently vacant retail space to become a code programming and teaching/tutoring center for children ages 5-14, in class sizes between 4-5 students. As such, it is an existing commercial space, there will be no removal of trees, flora, or similar. The Planning Commission found that this project is Categorically Exempt pursuant to §15301 of the CEQA Guidelines, being both an existing facility and educational use, the entitlement is not expected to generate any negative or otherwise adverse impacts on the environment.
