Document Description
The State Water Resources Control Board (State Water Board) is a Responsible Agency for the Project. The State Water Board’s Drinking Water State Revolving Fund (SRF) Program is financing the Project referred to internally as City of Redding and Cascade Racquet Club Mutual Water Company Consolidation Project (Project). The Project includes the consolidation of the Cascade Racquet Club Mutual Water Company’s (CRCMWC) water system to serve 28 single-family residences in the Cascade Racquet Club Estates Subdivision. The Project involves abandoning the CRCMWC's existing distribution system, conveying the well parcel to private ownership, and connecting to the Applicant’s existing water system by adding service lines to the Applicant’s transmission main that already exists in a portion of the subdivision and by adding a new line and service connections. The Project includes the installation of 1,200 feet of new eight-inch polyvinyl chloride water main along Forest Hills Drive, the installation of 27 water service connections with automated meter registers, and the installation of three new fire hydrants. Temporary staging of construction materials and equipment would occur within the affected road rights-of-way and already developed project area. Staging areas have already been established and no physical improvements or modifications are required.

Reasons for Exemption
The Project has been determined to meet the requirements of the exemptions selected above and will not have a significant impact on water quality. The Project is categorically exempt because it would extend an existing water system resulting in a negligible expansion of existing use, the new water main line is less than sixteen inches in diameter, and the installation of new small facilities and equipment.
