Document Description
The proposed project consists of constructing 4-foot wide paved shoulder with 4-foot wide shoulder backing on each side of Jensen Avenue. The shoulder would be paved with asphalt concrete over aggregate base over compacted native soil excavated to a depth of 0.9 feet, with asphalt concrete dike placed at some locations. Existing cross section slopes, profile grades and drainage patterns would not be affected.

Reasons for Exemption
The scope of this project is limited to shoulder improvements along a paved road. No sensitive natural communities were identified and therefore, no impacts to biological resources will occur. There are no wetlands within the area of potential impacts. FEMA FIRM Panel No. 06019C2075H shows that there is an area of Zone A adjacent to the project site west of the intersection of Jensen and Bishop; however, construction will not impact the road elevation. There are no properties located on the Cortese list within one half mile of the project site. It can be determined with certainty that the project will not result in a significant impact on the environment.
