Document Description
The City of Burlingame (City) owns a WWTF with a permitted design flow of 5.5 million gallons per day (mgd) on an average dry weather flow (ADWF) basis. The Plant provides secondary treatment of wastewater and discharges the treated effluent to the North Bayside System Unit force main, which ultimately discharges into Lower San Francisco Bay via a deep-water outfall. The City’s WWTP uses anaerobic digestion to stabilize sludge prior to dewatering by a belt filter press or centrifuge before the dewatered sludge is trucked off site to a landfill or land application site for disposal. The existing anaerobic digestion facilities, which include two digesters, a sludge storage tank, and an equipment room, are aging and require replacement to improve the overall performance and reliability of the anaerobic digestion process. Construction of the Proposed Project is planned to start on September 1, 2023 and will take approximately 30 months of continuous work to complete.

The Proposed Project has been determined to meet the requirements of the exemption(s) selected above and will not have a significant impact on the environment including, but not limited to, biological and cultural resources. The Proposed Project consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structures to be replaced and will have substantially the same purpose, size, and capacity as the structures to be replaced. The Proposed Project also includes limited new construction at the existing WWTF to improve the overall performance and reliability of the anaerobic digestion process.
