Document Description
The City of Shafter is converting an existing agricultural water well to a new municipal water well (Well No.21) on 1.3 acres located adjacent to the east side of Zachary Ave, 1/2 mile north of Express Ave. New construction includes 250 feet of 12-inch fabricated steel discharge piping, a control and pumping system, hydropneumatic tank, and related well operating equipment. The existing 100,000-gallon sump will be expanded to 370,000 gallons on the same 1.3-acre site.

Reasons for Exemption
Only an existing groundwater well is being converted to municipal service and connected to the City's existing municipal water service system. The site is vacant and contains no vegetation. The only change on site is the minor expansion of the existing sump. The project site is designated and zoned for Industrial development and is owned by the City of Shafter. There is no sensitive species habitat, no record of sensitive species, wetlands, or historical structures within, adjacent to, or near the groundwater well site. Construction activities are required to meet all City regulations and standards for noise abatement and hours of operation.
