Document Description
The proposed project involves a comprehensive update to the Housing Element of the City of Los Altos General Plan. State law requires that housing elements be updated every eight years(California Government Code Sections 65580 to 65589.8). The Housing Element Update establishes goals, policies, and actions including rezoning of parcels and General Plan amendments, to meet the City’s 6th Cycle Regional Housing Needs Allocation (RHNA). Los Altos’ latest RHNA calls for 1,958 new housing units. The proposed HEU does not propose any specific development and adoption of the proposed HEU would not approve any physical development (e.g., construction of housing or infrastructure). However, it envisions development including the proposed rezoning of sites for the potential development of additional housing units to meet the City’s RHNA. Therefore, the CEQA analysis assumes that construction of housing is a reasonably foreseeable future outcome of the HEU. The buildout assumptions for use in this CEQANotice of Intent to Adopt an Initial Study-Mitigated Negative Declaration document include 1,048 units that can be accommodated on undeveloped and underdeveloped sites and 600 units that can be accommodated through rezoning for a total of 1,648 units. More information about the proposed project can be found on the City’s website: https://www.losaltoshousing.org/
