Document Description
The Perris Elementary School District (PESO or District) proposes to modernize the existing Innovative Horizons
Charter School (Innovative Horizons CS) campus to meet its goals of improving air quality, providing adequate
space to promote social distancing, replacing flooring and surfaces conducive to cleaning and disinfecting, and
enhancing outdoor learning environments. Improvements at Innovative Horizons CS would include restoration
of the campus roof at classroom, library, restroom buildings and walkways; and HVAC improvements, which
would include replacement of 23 package units, including 51 Plus 50 CO2 Monitors, 50 Pearl Economizer
Controllers, and 27 economizer repair/replacement.

Reasons for Exemption
The proposed project involves restoration of the campus roof at classroom, library, restroom buildings and walkways; replacement of flooring; and HVAC improvements, which would include replacement of 23 package units, including 51 Plus 50 CO2 Monitors, 50 Pearl Economizer Controllers, and 27 economizer repair/replacement. These improvements to the Innovative Horizons CS campus are intended to be beneficial to the students and staff of the school by improving air quality and structural safety of the existing buildings throughout the campus.
A Class 1 categorical exemption would apply because the proposed project would require maintenance and minor alteration to the school's mechanical equipment, which includes to the existing HVAC system, to help improve air quality throughout the campus. As described above, the proposed project would include replacement
of 23 package units, including 51 Plus 50 CO2 Monitors, 50 Pearl Economizer Controllers, and 27 economizer repair/replacement. Additionally, minor repairs to the existing Innovative Horizons CS campus would be required with the implementation of the proposed project with the restoration of the campus roof at the classrooms, library,
restroom buildings and walkways.
The proposed project does not involve the on-site use of a hazardous waste incinerator or thermal treatment unit, or the potential release into the air of volatile organic compounds. The proposed project would not add any building space to the existing school and would not increase student capacity. Existing use of the facility as an elementary school would stay the same under the proposed project. Therefore, the project is exempt from CEQA under Sections 15301 .
The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
