The proposed project is Categorically Exempt from environmental proceedings pursuant to Section 15302, Replacement or Reconstruction, which exempts projects that consist of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structures replaced and will have substantially the same purpose and capacity as the structure replaced. The project qualifies as replacement development because it consists of demolition of an existing 9,000 square foot commercial building and construction of an approximately 3,200 square foot commercial building with a two-lane side-by-side drive-through for a restaurant, which will be located on the same site as the facility being replaced and within approximately the same footprint.
